This question is a byproduct of the reality that most participatory projects have poorly articulated value. When a participatory activity is designed without a goal in mind, you end up with a bunch of undervalued stuff and nowhere to put it. The project never gets "full" and is always open to new contributors.

Museum staff create an exhibit by a traditional internal design process, but the exhibit, once open, invites visitors to contribute their own stories and participation. Courageous speakers from dozens of countries described bold, participatory projects. Parque Explora opened ten years ago as a community development project. It offers a science center, aquarium, botanical garden, and lots of open plaza space in a marginalized neighborhood. I first sensed the difference at the front door.

The schools have open wireless internet, so each student has continual access to the Web. They were ahead of the museum curve, using language like "participatory learning environment" (Brooklyn Children's Museum, 1977) that is still thick in the mouths of contemporary museum directors in other fields.

To me, an open photo policy is a cornerstone of any institution that sees itself as a visitor-centered platform for participatory engagement. But visitors and visitor research deserve voices in the discussion about whether photo policies are open or closed. And I think the fourth and fifth are bizarre and ungenerous to visitors.

Two weeks ago, I conducted a participatory exhibit design workshop with staff at the Smithsonian National Museum of Natural History. Every program, old and new, should be evaluated against the mission (and the business model) for soundness. Admirably, the Smithsonian has opened up their new media strategic planning via a public wiki.

I can't say that any one experience--working on a collage with other visitors, swinging on a hammock, discovering a participatory display for pocket artifacts in the bathroom--directly contributed to increased attendance and giving. They all have in concert, and they build on each other.

So the Community Science Workshop model is to put a drop-in, FREE community science center in a place that is walkable to kids'' lives and schools. At that point, we opened three new locations: Sanger , Greenfield , and a new San Francisco workshop in the Excelsior neighborhood because the Mission has changed so dramatically.

The model for disseminating web content is evolving. The speakers wasted no time discussing the values and benefits when opening up the flow of information.
