This made me think of some recommendations for music that Ivan Boothe mentioned recently (can't remember exactly which nonprofit tech list serv). Here are some resources I've found for music. Generally CC licenses allow for use as long as it's noncommercial, you credit the source, and the license on the thing you are making with the music is also CC.

Canadian singer/songwriter Sarah McLachlan’s World on Fire music video cost $150,000 to produce… except it didn’t, it cost $15 and the rest was donated to these charities. I’m a little slow on the uptake on this one… like two years! Click here to view the embedded video.
