We filed the following comments to the Copyright Office's request for comments on issues about access for people with print disabilities. Many of the comments critical of the proposed treaty come from parties that object in principle to copyright exceptions, rather than having a direct stake in the issue at hand.

The Migel Medal, often called the highest honor in the blindness field, is awarded annually to one or two individuals whose careers exemplify exceptional accomplishments in the field. Helen Keller, who worked for AFB for many years, was on the original award board for its first twenty years, starting in 1937.

Section 121 of the Copyright Act, also known as the Chafee Amendment (17 U.S.C. Bookshare actively cooperates with the Library of Congress in the provision of Bookshare’s services to people with disabilities, through its National Library Service for the Blind and Physically Handicapped of the Library of Congress (NLS).

This represents a 10x growth over the past 6 years, and a 20% and 25% growth, respectively, over less than a year: growth rates associated more with successful commercial services, and unheard of in our field. Soon afterwards in 2007, we won our first major award from the United States Department of Education, Office of Special Education Programs (OSEP), which, in turn, allowed us to build Bookshare into a national asset. Moreover, Bookshare basically breaks even in the United States thanks to contracts to provide the services, from the U.S.
