After playing with all the options, I ultimately decided to export the files to HTML, upload online via FTP and serve in a Salesforce custom web tab aptly named "How Do I?" They have a hosted version , but at a minimum of $20/month it's more than I want to spend now compared to a one-time software license purchase.

Licensing. I found out at the NTC Conference that nonprofits can mix and match Office 365 E1 and E3 licensing. E3 licensing is $4.50 per user per month, whereas the simpler E1 licensing is free for qualified organizations. A full listing of what's available at each license level is also available.
