They are funded primarily by foundations (or are foundations themselves). We need more empowerment in this world, and these institutions offer it.

How to have better practices in communication, and I think one of the things we do at Art and Action is model collective leadership. So we're modeling collective multi-racial, multi-cultural leadership at our camps, and lot of people have just never seen that in action. I think some people are modeling that quite well.
