I believe it is a combination of copyright exceptions and business model innovations. It creates an opportunity to have public benefit being balanced with business interests. For the content of books, this flexibility is expressed in ideas like public domain, when the copyright owned by the author or publisher ends at some point.

We’re against piracy, and have made commitments to authors and publishers to encourage compliance with copyright law. Yet another example of bills written to catch criminals, that do very little to stop them, but end up screwing up law-abiding organizations. Unfortunately, that’s not the case. And then they go away.
