This was first introduced (to my knowledge) in the Stakeholder's Platform discussions, which were the quickly ginned-up alternative option created in response to the original introduction at WIPO of the Treaty for the Visually Impaired ("TVI") by Brazil, Ecuador and Paraguay (and now co-sponsored by Mexico).

This effort was realized thanks to more than 10 months of work by a team of 43 volunteer translators based in Brazil, France, Mexico and the US. It is an innovative alternative to commercial social networking sites such as Facebook and Orkut, and contains over 2,000 member-created groups and 110,000 organizations in its directory.

Putting on my technical hat, I pointed out that the technical advances needed to make synthetic speech a reasonable alternative to human narration were years away and that gave author’s plenty of time to price these conditions into their negotiations with publishers.

PR: I was in Brazil a few months ago, and in this village in Brazil there are about eighty or ninety families that are all very small coffee growers. It's about three hundred dollars a year to send a kid to high school in this region of Brazil. And when we say small in the coffee world, we're talking about one or two acres.
