Think of it this way: if someone notices an untrustworthy organization promoting unsavory content through the program, it could reflect poorly on Google. Google also uses a metric called ‘Quality Score’ to measure the effectiveness of different keywords, and each of your keywords must have a minimum Quality Score of 3.
