In the United States, only approximately four states have a law prohibiting marriage under the age of 18. And, there are two states where a couple, accompanied by parents, can marry as early as 12 years old. Governance, and the vision of governance, is so varied around the world.

So, this means books, periodicals and other similar textual works, including audio versions of those titles. It covers music in the form of sheet music, but not audio or videos of performances. This is satisfied by having a law like the Chafee Amendment in the U.S., or similar laws in other countries like India and the EU.

Soon afterwards in 2007, we won our first major award from the United States Department of Education, Office of Special Education Programs (OSEP), which, in turn, allowed us to build Bookshare into a national asset. Moreover, Bookshare basically breaks even in the United States thanks to contracts to provide the services, from the U.S.

Libraries for people who are blind or dyslexic are the primary source of accessible books in audio, large print or braille. Our experience successfully building Bookshare under the United States copyright exception, which has no such commercial availability limitation, informs this strong opinion.

As the operators of Bookshare in the USA, which was made possible through a great exception in our copyright law here, we would love to make all of our books available to people with qualifying disabilities around the world. It’s why the great majority of accessibility work is done by volunteers, charities, and with government support.
