Cisco released the results of a study last week , reporting that growth in Chile's broadband penetration has dropped from 45 percent in 2006 to 10.5 TechSoup Global ’s NGO partner in Chile, CDI Chile , is currently piloting a Cisco donation program to provide small and medium NGOs with networking hardware products.

Over the past two weeks, we've been reporting on CDI Chile's Mobile Telecentre, a project to reconnect individuals and NGOs in Chile after the recent earthquake ( first update , second update ). Each USD 1,000 raised will allow the telecentre to serve another city in Chile.

Earlier this week , we told you about TechSoup partner CDI Chile 's plan to restore connectivity to Chilean NGOs. Today, the telecentre is in Lota , one of the poorest cities and Chile and one of the communities hit worst by the earthquake. Tags: Community Tech Centers Digital Divide. It found that if they needed help and couldn’t reach 9-1-1, one in five would try to contact responders through a digital means such as e-mail, websites or social media. As we have seen in natural disasters from Hurricane Katrina to the Chile Earthquake, people are using social media to reach out for help.

Here’s more evidence: A recent UN report declared Internet access a human right. Net neutrality has been enshrined in law in the Netherlands and Chile. Not convinced yet? Other countries have made Internet access a fundamental right. We also have to engage with other CSOs and other stakeholders on these issues.

Ben Horin noted that TechSoup Global did not have a partner in Haiti, but they did in Chile. A reporter from the Seattle Times asked how the company makes sure that their day jobs actually gets done. Horin also said that other partners in the TechSoup Global network responded to requests for donations and assistance.
