The three Bay Area municipalities, along with Oakland and San Francisco (who haven't placed their orders yet) have all signed-on to be part of Plug-In Bay Area, an initiative to put more plug-in hybrid vehicles on the road. They need to put the money into making the battery technology available, but they are claiming that they can't do that.
