Twitter should be used for cultivation, not broadcasting. Focused engagement, with direct messages, replies, and retweets required a different process and purpose than broadcast messages. When it came to blogger outreach, a Google Doc was the preferred and successful tool. Stacey uses it for one-to-one personal connections.
