WIPO has a mandate from its member states, and is working to address the need to change laws and get more accessible books flowing. It remains an option under the Treaty, though.

We’re against piracy, and have made commitments to authors and publishers to encourage compliance with copyright law. Or file a DMCA notice. Now, apparently, we can file a counter-notice. We write software for people with disabilities as well as human rights and environmental groups. Unfortunately, that’s not the case.
