So I was recently taken by surprise when I discovered by mere coincidence that he had become the Chief of Staff for the Interim President of Paraguay, Federico Franco! A citizen of Paraguay, he is the founder of Fundación Paraguaya , a financially self-sustaining social enterprise that promotes entrepreneurs in Paraguay and Africa through microcredit and entrepreneurship education.

Hot issue this week are the now four proposals on solving the problem of access to print by people with print disabilities globally: The TVI: the treaty sponsored originally by the World Blind Union and supported at WIPO by Brazil, Ecuador, Paraguay and Mexico. [I I'm here in Geneva for the 20th Standing Committee on Copyright and Related Rights meeting.

To make them truly count, we must put our technology innovations into the hands of real people and see what actually works. Technology has advanced to a point where it is easy to do so. I believe such an investment in technology-for-good innovations could open up new frontiers for tackling the toughest problems of the world’s poorest populations, from poverty to disease to social injustice. Brazil, Ecuador and Paraguay joined together to propose that WIPO consider this treaty. Lots of excitement recently in Geneva at the World Intellectual Property Organization. We've been supportive of an effort by the World Blind Union to get an international treaty in place that sets up a global system much like the one we have today in the United States. I was part of an expert panel that drafted the original proposed treaty.

We look forward to discussing a wide range of solutions and proposals at the next meeting of the Standing Committee on Copyright and Related Rights, including the proposal put forward by Brazil, Ecuador, and Paraguay Relating to Limitations and Exceptions: Treaty Proposed by the World Blind Union. Betsy Beaumon and I had the pleasure to meet today with Kareem Dale, the special assistant to the president for disability policy.

This was first introduced (to my knowledge) in the Stakeholder's Platform discussions, which were the quickly ginned-up alternative option created in response to the original introduction at WIPO of the Treaty for the Visually Impaired ("TVI") by Brazil, Ecuador and Paraguay (and now co-sponsored by Mexico). A hot topic at the SCCR20/WIPO discussions in Geneva on global access to materials by the print disabilities is the term "Trusted Intermediaries"("TIs").

NOZA (a TechSoup donor partner) is a Santa Barbara based technology company that has developed a platform to convert unstructured web data into searchable databases. Santa Barbara in 1995 and then spent two years as Peace Corps Volunteer in Paraguay. Upon finishing his Peace Corps service he began his nonprofit career as the founder and first executive director of Servicios Ecoforestales Para Agricultores (SEPA), a large agroforestry demonstration farm in Eastern Paraguay.

The hot topic was the proposal made by Brazil, Ecuador and Paraguay, for a global treaty (a treaty for which I was part of the expert drafting team). And, we're standing by to provide the technology infrastructure that makes this community action possible. Last Friday I spent almost two and a half hours in a wide-ranging conversation with Maria Pallante of the Copyright Office (and two other folks whose full names I didn't write down).

I learned that my buddy Martin Burt was on the front line of a revolution in Paraguay when mayor of the capital city, by calling in garbage trucks and bulldozers to surround the congress building while the army was busy shooting people. I am having a blast at the Skoll Forum : spending tons of time talking to people about social change and technology. I have been blogging for Social Edge this week, and have grouped together several of my blogs from there for the Beneblog!
