Discussion boards can be added to your website, leveraged in a Ning site, or you can use a google group or similar solution. Consider Ning, Basecamp, and Zoho. It may still require somebody’s time to encourage participation and perhaps do a little re-formatting and re-organizing. What are some other considerations/barriers?
