The logic is reasonably clear: a child's best hope is to "rewire" their damaged brain structure while s/he is young and has a high degree of neuroplasticity. I am not an expert on other childhood conditions, but I believe the same is true for children with Downs Syndrome, Cerebral Palsy, and others.
