It's a place for Scratch users to upload, share, and remix their Scratch projects. You can also remix other projects. More generally, ScratchR relies on the community to largely self-police via the Flag as Inappropriate tag. It was a serious improvement on tools like Logo Turtle and Hypercard that I grew up with.
