A hot topic at the SCCR20/WIPO discussions in Geneva on global access to materials by the print disabilities is the term "Trusted Intermediaries"("TIs"). proposal has similar (but not quite as out there) language saying that the organization using the exception has to have the trust of both the publishers and the consumer groups.

Putting on my technical hat, I pointed out that the technical advances needed to make synthetic speech a reasonable alternative to human narration were years away and that gave author’s plenty of time to price these conditions into their negotiations with publishers. It’s the right long-term solution.
