In discussions with the advocacy community here, there's a strong desire to discard this term. term "authorized entity" carries some of this freight to non-U.S.

I thought those were collective licenses, but other people called these repertoire licenses, blanket licenses, comprehensive licenses and, near the end of the discussion, a collective license! The publishers organized a dinner for all of the stakeholders in a lively bar/restaurant, and we continued the discussions long into the night.

Before this case, I’m not aware that there had been an explicit discussion of the legality of the practice of granting individuals with disabilities access to images in alternate formats. Section 121 doesn’t explicitly discuss image accessibility, and we’d been hoping that fair use covers much of the DIAGRAM Center’s work.
