Having a library of pre-made videos is helpful for the days when planned content falls through. Additionally, following trends is difficult for nonprofits when you take copyright challenges into account (organizations aren’t permitted to use a lot of trending audio). Second, it gives us a backlog of content.

First, it makes creating a national domestic copyright exception an obligation of countries that ratify the Treaty. That makes it legal in these countries for people with these disabilities, and the organizations that serve them, to make accessible versions of books without having to get permission from the author or publisher.

That’s the lobbying position of some companies in the intellectual property field when implementing the new Marrakesh Copyright Treaty. Libraries for people who are blind or dyslexic are the primary source of accessible books in audio, large print or braille. Bookshare was created under the Section 121 U.S.

The nexus for this work is the World Intellectual Property Organization (WIPO), the United Nations agency that deals with such matters. The Marrakesh Treaty was signed last year, and now the efforts are ramping up to ratify and implement the Treaty, with the goal of helping overcome the book famine faced by people with print disabilities.

The goal of the Treaty is to make a copyright exception for the blind and other people with disabilities that stop them from reading print, and to make import and export of accessible content legal. Bureaucratic barriers to utilizing a copyright exception, as proposed by some publishers, makes the cost even greater.

With a press of a virtual button, an ebook can be printed, displayed in large print (on a page or on a display), made into braille (on a page or on an electronic braille display), or read aloud as audio.
