First, it makes creating a national domestic copyright exception an obligation of countries that ratify the Treaty. That makes it legal in these countries for people with these disabilities, and the organizations that serve them, to make accessible versions of books without having to get permission from the author or publisher.

The nexus for this work is the World Intellectual Property Organization (WIPO), the United Nations agency that deals with such matters. Getting some kind of licensing deal is critically important, because it will take many years for the Marrakesh Treaty to be fully implemented with its copyright exceptions.

The international legal landscape for people with these disabilities dramatically changed on June 28, 2013, when the World Intellectual Property Organization adopted the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who are Blind, Visually Impaired, or Otherwise Print Disabled. It is politically popular.

The goal of the Treaty is to make a copyright exception for the blind and other people with disabilities that stop them from reading print, and to make import and export of accessible content legal. Bureaucratic barriers to utilizing a copyright exception, as proposed by some publishers, makes the cost even greater.

With a press of a virtual button, an ebook can be printed, displayed in large print (on a page or on a display), made into braille (on a page or on an electronic braille display), or read aloud as audio. I believe it is a combination of copyright exceptions and business model innovations. My idea was completely legal!
