I love this stuff because, to me, data done right is empowerment. Part of a BI strategy is agreeing on definitions for exactly what you're tracking, and how you'll track it. You need to come up with master data definitions and a rigorous vocabulary. Definitions. Business Intelligence is, by definition, iterative.

The biggest challenge is definitely the fact that an “NGO” in Mali is seen as a “waritigi” (money owner). Empowerment” is a word that has become completely cheapened through overuse.
