As a long-time advocate for a global copyright exception and the founder of Benetech—which I started twenty-five years ago in order to make technology tools to address the needs of people with print disabilities—I was thrilled to become an active player in global diplomacy and witness the adoption and signing of this landmark Treaty.

The treaty does a lot of things, but let me highlight a few: • A global norm that there be copyright exceptions that allow for the making of accessible versions of copyrighted works for free on a nonprofit basis by a broad range of people or organizations, without having to get permission from the rightsholders.

Soon afterwards in 2007, we won our first major award from the United States Department of Education, Office of Special Education Programs (OSEP), which, in turn, allowed us to build Bookshare into a national asset. We first extended Bookshare services internationally in 2008 with the launch of Bookshare in India.

Although it might seem like a complicated document , we’re really excited about it because we think it will greatly improve global access for people with bona fide print disabilities. First, it makes creating a national domestic copyright exception an obligation of countries that ratify the Treaty. How Does the Treaty Meet this Goal?

We now have global permissions for around 8,000 copyrighted books out of our 70,000. •

As the operators of Bookshare in the USA, which was made possible through a great exception in our copyright law here, we would love to make all of our books available to people with qualifying disabilities around the world. Don’t create a global Swiss registry of nonprofit organizations qualified to use exceptions.
