Connect2Compete: The Biggest Digital Inclusion Project in the U.S.

It is part of an ongoing national effort to bridge the digital divide in the United States. Department of Commerce (NTIA) stimulus grants in 2008 and 2009 and so it has had no government funding and has been struggling to successfully get off the ground. The project just had it's national launch fairly recently.
