This question is a byproduct of the reality that most participatory projects have poorly articulated value. When a participatory activity is designed without a goal in mind, you end up with a bunch of undervalued stuff and nowhere to put it. The project is designed to scale. What's the "use" of visitors' comments?

On the other hand, if you want to start a complex project that is highly engaged with partners and will have a long-term prospectus, more complicated legal structures (like nonprofits or corporations) might make more sense.

I was the project manager/curator for the exhibition, leading both the Second Life-based community exhibit design process and the real world translation of virtual exhibits. That's ok for a community project, but very frustrating (and for some, blatantly dishonest) in a contest. Level the playing field or tip it in their favor.
