In 2008, Vermont became the first state to permit the creation of the L3C (Powell, Jackson-Zapata, & Kammerling, 2014), an entity that allows companies to achieve modest profits while operating under a business model that emphasizes impact over profits. Goodwill is able to achieve its core goal because of its diverse revenue portfolio.
