The Center was established in 2007 by the Vietnam Scientific Association for Development of Talents, Human Resources. Vietnam is an S-shaped country that is slightly larger than New Mexico. Although Vietnam is regarded as a developing country, it has a literacy rate of 94 percent. It is densely populated with 92 million people.
