They wanted to create a literacy program for themselves because now there was a school where their children could go to school, but they felt embarrassed that they couldn't support their children because they themselves were illiterate. And yes, it may mean that a group in Argentina, that is certainly deserving by our basic standards, may not get a grant this year, so that we can support very worthwhile and important requests from a group that has even less access to resources in Haiti.
